Innovations in different forms of land tenure have been applied recently in several African countries. All seem to favour a form of leasehold in preference to freehold for the better control of development and for the possible consolidation of holdings at a later stage. Two models of land tenure on irrigation schemes in Ciskei are described. In addition to short-term leasehold in these holdings tenure is also conditional to satisfactory performance under supervision and also to continuous occupation of the holdings to prevent periodic dereliction for more lucrative employment in the foreign labour markets. Mention is also made of the need to provide agricultural settlements in the peripheral areas in the Republic of South Africa abutting international boundaries for purposes of defence and of introducing leasehold tenure of the Ciskeian type to ensure permanent residence and high performance standards.
