Over-concentration of development in single national growth points and the depopulation and deterioration of the economy in most rural regions as a result, is the dominant problem in every country around the world. The solution is being sought today in the creation of new growth points in the delayed areas. This means that human and physical resources are actively activated to coincide with these local points.
