Abstract

According to planning ideology, efforts are usually made towards a balanced development of all the socio-economical regions of the country. This means that in each of the 38 development regions, the creation of jobs in all production bags should be aimed at, so that each region should tend to the average of the national production pattern. As is well known, economic development usually follows a fixed pattern of switching between production chains in the process of ripening. Agriculture as the first phase of development is gradually supplemented by manufacturing and other production bags. The expansion of agriculture and mining requires services including roads, railways, water skates etc. These construction programs also include other sectors, such as transport, trade and finance, administration and professional services.
