At first glance, the National Physical Development Plan appears to be aimed at decentralization only through the development of new growth points. However, provision is also made for guidebook plans for the existing metropolitan areas and the following important planning tasks are:
(a) The physical congestion of the metropolis to the point where it has reached its optimal size. This is best achieved by imposing physical barriers including green belts and weights from early on;
(b) The regulation of land use within the metropolis for optimal utilization and social attractiveness;
(c) This includes the identification of the functional boundaries of the metropolis and the complete survey of the soil, its inhabitants and their economic and social activities, from which it follows the rationalization of the land use pattern, providing services to optimize the conditions create.
