The considerable attention given recently to planning for the development of disadvantaged areas, and especially in the newly emerging Black areas in South Africa and South West Africa, apparently has not yet been seized in a clear development strategy. However, in the search for a rationale for a strategy, there are two points of cardinal importance that have been clearly focussed but apparently have not yet been sufficiently advanced to planning practice. They are namely (a) the requirement of a physical framework for development, i.e. a division into developmental areas with focal points and a hierarchical system of towns and (b) the concept of controlled imbalance as initially formulated by Hirschmann (1958) and later supplemented by Friedmann (1966) and others.
