The Cape Metropolitan Planning Committee's Design Guide Plan for the Cape Metropolitan Area represents the first formal attempt to study the Metropolitan system, with all its interacting components or subsystems, and formulate planning proposals with the importance of both the system as a whole and the subsystems , in thought. Although in the past it was inevitable that a "housing solution" or a "traffic solution" should be sought more or less in isolation, the Design Guide Plan represents an overall approach.
