A report was published in 1972 on the so-called First Phase of a Master Plan for Pretoria, known as the Policy Plan. This plan, which was drafted by consultants on behalf of the Pretoria City Council and accepted by the City Council with slight modification, formulated certain policy proposals that should pave the way for more concrete physical proposals that would follow the Second Phase of the Master Plan. On 9 September 1976, the City Council decided to instruct the consultants responsible for the Policy Plan to undertake the Second Phase in accordance with a planning program already agreed between the City Council and the consultants. In view of the Driessen proposals on urban transport and the requirements of the Transport Department in connection with transport investigations, a foundation for close cooperation between the Departments of Town Planning and Architecture and the City Engineer was established at an early stage.
