Abstract

The rationalization process in the Civil Service has established so many plan­ning functions in the restructured Office of the Prime Minister that it can be legitimately asked as to what advantage this has for South Africa. In addition the centralization of plan­ning functions may have created the suspicion that planning on the part of the Government will in the future be autocratic and that other executive in­stitutions will become passive participants in the planning process. In this article an attempt is made to allay and clarify any suspicions "in this re­gard and to convince the reader of the need for planning.
