Physical planning in the Federal Republic of Germany is divided into two main levels, namely; a national basis for the country as a whole and a federal state basis for each federal state. For this purpose two laws have been enacted. Firstly the Federal Law on Physical Planning of 1965 (Raumordnungsgesetz) dealing with planning at the national level and secondly, for the presentation of this article, the Bavarian Planning Law of 1970 (Bayerisches Landesplanungsgesetz) to regulate the planning process of this particular West-German state. By means of these laws various planning bodies and advisory boards have been established, which, through mutual consultation, and set goals, strive towards the attainment of an optimum utilization of the available land. In this article the federal state of Bavaria is presented as a case study to explain the statutory regulations for planning in the area, the working of the statutory planning bodies, development problems, the development strategy and the types of development plans which are prepared for the region.
