If one examines the activities of the Council during the year one has to admit that it was characterised by a stormy beginning. The Branches all had the task to reflect on the role of the Institute as put forward by Dr. Bertie van Zyl. Divergent opinions were expressed many with a strong political overtone, amongst others, comprehensive recommendations for organizational change within the Institute. The standpoint of the Institute, however, has been not to become involved in party political issues but rather to be involved in the area of change in South Africa that is directly related to physical planning, the area of our expertise. The Council has reacted in a responsible manner and has attempted to hear all sides by establishing a committee comprised of branch representatives. The result of this has been certain recommendations accepted in principle by the Council.
