The concentration of non-agricultural land uses in rural areas adjacent to and within local government areas, raise certain questions for which solutions have to be found: Which government institution should be in control of adjacent rural areas? Should the rural character be conserved or should development take place? Is it possible to develop the urban-rural transitional zone by pro-active planning? This article attempts to identify the most important problems experienced in this zone. Proposals are made to address these problems of which the most important is that the land use control function in this zone should be in the hands of the local government, especially in the cases of larger and secondary order cities which have the necessary skills and man-power to their disposal.
