Abstract

The concentration of non-agricultural land uses in rural areas adjacent to and within local government areas, raise certain questions for which solu­tions have to be found: Which govern­ment institution should be in control of adjacent rural areas? Should the rural character be conserved or should development take place? Is it possible to develop the urban-rural transitional zone by pro-active planning? This article attempts to identify the most important problems experienced in this zone. Proposals are made to address these problems of which the most important is that the land use control function in this zone should be in the hands of the local government, espe­cially in the cases of larger and secon­dary order cities which have the neces­sary skills and man-power to their disposal.
