Abstract

There are few surprises in the 200212003 budget because of the larger degree of transparency and longterm planning which have become the nonn since the beginning of the Manuel era. As usual Mr Manuel maintains the balance between promoting economic growth and addressing social needs, although commentators feel that there are still not enough incentives for long-tenn growth. The  budget is regarded as being politically correct and friendly towards individual taxpayers, but disappointing as far as the business sector is concerned.
