Abstract

The development of the Bantu homelands is crucial to the orderly survival of the people of southern Africa, and in order to succeed in this development, planners will have to play an increasingly important role. Of the Homelands in the Republic, it is only the Swazi and Southern Ndebele homelands that do not have self-government. In the case of KwaZulu-Natal, they have already reached the first stage of self-government with a Legislative Assembly and Executive Councilors as political heads of departments, while the administrative heads of departments are called directors.
