Abstract

The theme of this article is the exposition of the Department of Local Government of the Transvaal Provincial Administration's requirements regarding development plans. However, it has been decided to make an effort to rationalize the entire system of development plans as it currently exists. Consequently, it must be made clear that the thoughts expressed here are not necessarily those of the Department of Local Government, but that a number of personal opinions will also be welcomed.
